The opportunity

The Senior Financial Analyst will primarily be assisting in conducting operational due diligence reviews and monitoring activities in respect of external fund managers in accordance with the Board’s External Manager Due Diligence Policy. The position requires travel within Canada, to the U.S.A., and, to a lesser degree, Europe and Asia.

Who you’ll work with

This role sits within our Finance department in our Toronto office. Reporting to the Director of Finance Due Diligence & Advisory, you will be working with senior management to ensure that objectives related to operational due diligence are met. You will play a meaningful role assessing the internal control environment with respect to external fund managers and key service providers.

What you’ll do

Assists in conducting operational due diligence with respect to external managers and key service providers by supporting the Managers and Senior Managers:

  • gaining an understanding of the regulatory and compliance environment
  • understanding internal process flows and the funds transfer, settlement, custody and valuation processes
  • identifying the key service providers, and discussing their selection and oversight
  • reviewing information systems, capabilities, cyber security frameworks and business continuity procedures
  • meeting operations personnel, and assessing their skills and integrity
  • establishing OTPPB’s reporting requirements

Monitor activities in respect of external fund managers and key service providers:

  • implementing the operational due diligence monitoring program for existing fund managers
  • detailing changes in the fund’s staffing, controls, systems, and other material issues, and highlights key issues to relevant internal parties: Investment teams, Director, Managing Director, and/or CFO, and key relationships within Finance, Compliance, and/or Legal, if required
  • discuss, issues, changes, and impacts to the established OTPPB’s service and reporting level requirements
  • reviews and summarizes the annual audited financial documents of fund investments

Proficient in the primary Investment Finance functions and related internal controls, systems and processes:

  • Trade processing, settlement, custody, and valuation
  • Operational, investment and financial reporting
  • Performance and risk measurement
  • Regulatory compliance

Establishes and maintains a high level of knowledge with respect to industry developments, and standards related to:

  • Broad range of financial instruments and capital markets activities
  • Investment / fund strategies, financial accounting and disclosure
  • Internal controls, risk management, information systems and technology
  • Investment regulation

Build relationships and collaborate closely with key contacts within the Investment department, external fund managers, service providers and other contacts

  • Ensures outstanding service is provided
  • Responds to inquiries and requests from the Investment department
  • Works with various internal departments to ensure the efficient and effective use of resources
  • Assists the Investment, Investment Finance and Legal departments with the preparation, review and execution of contracts
  • Monitors the service levels of external fund managers and service providers as the need arises, and takes measures to ensure excellent service is received
  • Liaises with other pension plans, investment managers and industry participants to discuss standard methodologies and various operational and due diligence matters

Management accountability

  • In this position, professional judgment and practical analysis of operational risk exposures is paramount. This position carries responsibility for assisting in the planning, conducting, and reporting on operational due diligence in respect of external fund managers and certain key service providers to the Investment Division.

Decision making

  • Confidence in the individual’s assertions and recommendations are crucial, as often opposing interests and expectations of the various departments need to be weighed, evaluated, and thought through. In principle, the position is a key control for preserving and protecting the Board’s interests and highlighting key external risks that are not otherwise obvious to Board staff and key decisions makers
  • This position will have to identify both opportunities and requirements, as well as develop solutions and courses of action where there may be no precedent internally and little externally. Due to the non-recurring and analytical nature of activities, a high level of constructive thinking will be critical. As the financial services industry continues to evolve, this position needs to keep in constant contact with the industry and its direction.

What you’ll need

  • Relevant university degree
  • CFA or other investment related designation is a valuable asset
  • Accounting and control theory knowledge are an asset
  • The ability and the confidence to interact with management in external fund manager, quickly establish credibility and influence the due diligence discussions to meet with policy and Board objectives
  • Understanding of processes, workflows, and systems, and their interactions with data is also an asset.
  • Extensive professional work experience (5+ years)
  • Investment operations and/or middle office experience in a management role (3+ years) is an asset – e.g. trade processing, settlement, pricing & valuations, reconciliations, investment reporting, performance measurement, risk measurement, database maintenance, disaster recovery planning, etc.
  • Effective planning and organizational experience to set departmental and corporate priorities and co-ordinate projects to meet deadlines
  • Experience in evaluating and reporting upon internal control processes considered an asset
  • Previous experience working with business intelligence tools (e.g. PowerBI, Tableau) is an asset
  • Experience interacting with senior management and external advisors and auditors
